proprietors who violated the production regulations were shut down by government or went bankrupt themselves, CHAC, on the
contrary, gained support from national and local government and its products were sold well all over China. At enterprise,s initial
stage, CHAC had established its management culture "Quality First" and made its quality declaration "Would Rather Doing
Billion-Output Less Than Selling One Unqualified Product" and also made solemn commitment that "Guaranteeing Products
Quality and Supplying Qualified Electrical Products to Our Customers both Domestic and Abroad Constantly". The promise
"Quality is Life, Quality is Benefit" had already become all staff members, common understanding.

1998-2006 Wenzhou Luogelang Electrical Equipment Co., Ltd. (Joint Venture)
 In 1998, CHAC introduced advanced foreign technics and investment, readjusted the way of operating, set up corporate-
management system, further perfected the managing structure of corporation, increased capital investment and transformed
form governing by man to governing by law, successfully realized the transformation from "Family Enterprise" to "Modern
Enterprise". In this period, our enterprise had established and gradually improved a series of standards about management,
technology and working. We also regularly tested them in order each department could follow them and know their own
responsibilities. According to the ISO9000 standard and absorbing the essence of western enterprises, we revised our original
regulations and combined with them effectively. We improved our regulations to international standard and provided powerful
guarantee for long-time development, formed regulatory culture that all staff members abided by.

2006- up to now CHAC Technology Co., Ltd.
In order to create advantageous condition for rapid development, we invested to construct two industrial areas which is more
than 70 thousand square meters, with modern standard buildings, both in Leqing of Wenzhou and Jiading of Shanghai. There
we have formulated professional productive,quality-managing,controlling,new product-researching systems and powerful
sales network. Now we become a joint venture mainly producing low-voltage electrical equipments and combining with
researching, processing, trading as a whole. Miniature Circuit Breaker and Residual Current Circuit Breaker have taken 30%
of Russian markets. The total foreign exchange by export reached to more than 45 million dollars in 2006. After so many years
expansion of world market, so far CHAC has won the first place in export among three kinds of foreign-invested ventures for 5
consecutive years and become one of the leading enterprises of Chinese low-voltage industry in export.
